In the Water Engineering and Management Department of the Cluster of Civil Engineering a vacancy exists for a PhD student. 
Background: Research of the Water Engineering and Management group aims at developing knowledge of large natural water systems with the goals to develop instruments for the analysis of water management problems and to find solutions for these problems. Recently, a large research grant was awarded for a research project aimed at the improvement of sand transport models, which are to be applied for the management of shallow seas and the coast. More specifically the project focuses on sand that is transported by short waves in the landward or seaward direction (cross-shore transport), a sand transport component which is of  great importance to coastal erosion and  accretion.  This project will involve close collaboration between 3 postdoctoral researchers and a PhD student based at the Universities of Aberdeen, Liverpool and Twente. 
Project description and allocation of tasks: The PhD research will be aimed at the development of a model for sand transport under breaking waves. During the breaking process of waves near the beach large quantities of sand are stirred up from the sea bed and transported. The detailed dynamics of this transport process, which takes place near the sea bed (bed-load) as well as higher in the water column (suspended-load), are still relatively unknown and quantitative transport models for breaking waves are therefore still unreliable.      

The PhD student will approach the research problem by:
-          Acquiring  insight into the dynamics and in the modeling of fluid flow and sand fluxes induced by wave breaking, using existing literature, models and measurements.
-          Conducting laboratory experiments with breaking waves in the large wave channel at the Technical University of Catalonia in Barcelona; in this unique laboratory facility waves and the sand transport process can be simulated close to full scale. For the duration of the project (4 years) three series of experiments are planned, each spanning two months.
-          Contributing to the development of a new sand transport model, that can be implemented in morphological modeling systems for practical problems in the marine coastal environment. All researchers in the project will contribute to this model development, which will be carried out in close collaboration with the involved Dutch and English agencies (the ‘Users’ of the transport model).        
Projectmeetings will be organized two times per year; meeting venues will rotate between Twente, Aberdeen and Barcelona.

Functie-eisen

We are looking for an enthusiastic PhD student with knowledge of or strong affinity with fluid mechanics and transport processes, experimental research, and coastal sediment dynamics. The candidate should have a Master’s degree in Civil Engineering, (Geo)Physics, Physical Geography or a closely related area. Further, we find it important that the researcher is able to set his or her research in a broader perspective (internationally) and that he or she will be able to coordinate this with the involved parties. Therefore, we are looking for people with an open mind, strong communicative qualities and excellent comprehension of English, both in spoken language and in writing. Comprehension of the Dutch language is beneficial.

Parliament backs changes to 30% ruling, set salary and time limits

MPs have voted in favour of changes to the 30% tax ruling for expats, bringing in a minimum salary and cutting the duration to eight years.

However, the new regulations are less severe than originally planned. Expats must now earn a basic salary of €50,000 (including the tax break) to qualify, rather than the €70,000 originally planned.

In addition, there will be no salary minimum for academic staff and researchers, and a new category of ‘young masters’ will be created for the under-30s who earn at least €38,000 (including the tax break).

No change for most

Ton Krol, of tax consultancy Blue Clue Tax says young people at the start of their career and those on a job rotation system within multinationals will be worst affected.

‘This will make it more difficult to attract new staff because talented people who are willing to move can work everywhere. Why work in the Netherlands if your net income can be twice as much somewhere else?’ he said.

In order to pay for the shortfall in expected tax income, the government has cut the duration of the tax break from 10 to eight years.

Distance

However, no changes have been made to the proposed 150 km requirement – which means expats must have lived at least 150 km from the Dutch border to qualify.

‘This means residents of Belgium who are working in the Netherlands will be severely hit,’ says Arjan Enneman, managing director of tax specialists Expatax.

‘The same applies to Germans who live close to the border. You have to ask if this will stand up in court, even though the minister says this is allowed under EU regulations,' he said. 'But what about the expat who temporarily worked in Belgium before he is seconded to the Netherlands?’

Prize-winning author fails Dutch integration test

A writer who last month won the EU’s literature prize on behalf of the Netherlands has failed his citizenship test and now has to go through a complete integration course, NRC.next reports.
Rodaan Al Galidi came to the Netherlands in 1998 as a refugee from Iraq and was allowed to take the fast-track test to prove he had mastered all aspects of Dutch society.

The writer got 70% of the 30 questions right but should have scored 74% to pass.

Van Gogh

‘There were no questions about Van Gogh, the Nightwatch, windmills, the canals or Sint Maarten but questions such as ‘Mo lives on social security and wants to take his son to a crèche. Who has to pay?’, Al Galidi told the paper.

The questions were illustrated by short films featuring Mo and Amal. ‘To be fair, I think half the country would be embarrassed if they could see the films, and I don’t know what Moroccan nationals would think.’

There were also questions that only a woman could answer, Al Galidi said. ‘I don’t know when a woman has her periods again after a miscarriage because I have never been pregnant,’ he said.

The test was supposed to take 45 minutes to complete. 'I had to wait nine years in a refugee centre to prove I was a refugee,' Al Galidi is quoted as saying. 'And then I get 45 minutes to prove I am a good citizen? Bit of a shame that.'

Internal auditor

The Legal Director will be a key partner to the business unit CEOs and CFOs in the development and implementation of business strategies that will result in the continued growth and profitability of the European universities by growing existing campuses and adding new campus locations to the business. The Legal Director will provide leadership and oversight for all areas of internal and external legal issues.

Specific Responsibilities:

The main challenges for this position are:

A) Strengthen and maintain a best-in-class Legal function and team, including the development of a Legal pipeline of talent.
B) Draft and review all types of national and international contracts
C) Suggest, establish and enforce all legal policies and procedures including trademarks, copyrights, document retention, asset protection and any other legal issues.
D) Establish and improve relations with the Education Authorities, making sure that the European universities comply with all legal procedures that their accreditation and licensure requires
E) Establish a good cooperative working relationship with the other legal counsel in the Laureate Network.
Desired Skills & Experience

The main core competencies required:
Solid knowledge of the European Union and Turkey Law especially regarding contracts and corporate structure
Solid knowledge of the United States legal and financial requirements for public companies (Sarbanes Oxely, SEC, FCPA)
Knowledge of brands / branding
Experience managing and coordinating internal and external groups of people
Solid knowledge of corporate law, stockholder meetings, governance, etc.
Experience working in a multinational, fast-paced, matrix-environment, preferably with an American company, having reported to the USA and solid understanding of corporate requirements, including compliance


Other characteristics
Attorney at Law from one of the top Law schools in the European region or a top U.S. law school
Would be a plus but not a must to have an LLM

Job Description

This position entails the provision of a full range of legal services to a number of operations and staff functions throughout Western and Eastern Europe, Africa and Middle East.
The activities in Europe are growing due to business volume growth as a result of substantial investments in innovation and technology and the expansion into new geographical areas and development of new products for existing and new markets.

Reporting Relationship:
Reports to the Vice President & Assistant General Counsel Europe, Middle East, Africa and Latin America. The law department consists of two senior attorneys, who are generalists, and a number of semi-senior and junior attorneys. There is one Paralegal and one administrative assistant.

Responsibilities:
Provide a high level of quality legal service in a wide range of areas including: corporate, mergers and acquisitions, divestitures, intellectual property, employment, labor relations, commercial contracts, real estate, environmental, transaction services including drafting and negotiating commercial agreements such as joint development agreements, distribution agreements, purchase agreements, supply agreements, agency agreements and information technology agreements, and together with the I/P attorney: license agreements, secrecy agreements and consulting agreements.

Litigation services including advising the clients regarding potential and pending litigation; selecting and managing outside counsel and the course of the litigation, settlement agreements.
Managing product liability risk of the Corporation and subsidiaries through developing, implementing and maintaining standard sales and purchasing conditions, handling of claims, and coordination with the Risk Management Department and insurance carriers
Constant interaction with business leadership and exposure to business objectives, goals and strategies to gain knowledge and provide business oriented legal advice.
This position calls for regular travel mainly throughout EMEA but also to the U.S.A.

Desired Skills & Experience

Candidates must possess a law degree (Post Graduate Degree is appreciated).
Minimum of 4-7 years of Corporate/Commercial experience in a well known law firm or international manufacturing or consumer products company.
Strong communication skills.
Energetic and pro-active, business oriented approach.
Fluent in English both written and spoken

Perform a wide range of corporate tasks to assist the Law Department in Leiden, The Netherlands. This role includes the interaction with the Law Departments in California, Hong Kong and Buenos Aires, the Tax and Treasury Departments, the Financial Shared Service Center as well as finance directors and managers in Europe. This position encompasses a variety of tasks and responsibilities and requires excellent organizational skills, self-initiative and motivation.

Reporting Structure:
Directly reports to Vice President and Assistant General Counsel Europe, Middle East, Africa and Latin America


• Assist the members of the Law Department in Europe with Contract Intake Process and other databases with emphasis in the content of the requests from internal clients
• Responsible for restructuring the administrative and systems organization of the Law Department (internal allocations, invoicing, tracking, approval, payments, fee arrangements, etc.)
• Assist in the implementation of E-Billing system
• Work closely with the Law Department members in Europe and where appropriate outside law firms for corporate administrative matters in connection with – for all legal entities in Europe - the approval process of annual accounts, changes in the board of directors, change of corporate office address, including preparation of meeting notices, resolutions, minutes, power of attorneys, and notarial deeds
• Work with Tax, Treasury and outside law firms on formalities related to the formation and liquidation or strike off of legal entities, ensure all documents are properly signed, provided with notarized signatures and apostilles where required.
• Responsible for keeping the corporate data sheet system up to date for Europe, administer all required changes, and communicate any changes to the Finance directors of the business units.
• Collaborate and assist on the development of EMEA Litigation Report.
• Answer questions from the business units, Tax, and Treasury related to corporate matters, and provide them with copies of documents
• Act as liaison with in-house and outside counsel and the Law Department in Pasadena, and Hong Kong, in connection with the signing of corporate documents, and keep track of the documentation that is under preparation
• Responsible for coordination of legalization and authentication of documents with foreign consulates
• Prepare for amendment or drafting and signing of standard intercompany contracts related to services, assistance, licensing, manufacturing, cost sharing, etc., ensure distribution of copies to Tax, Treasury and the business units for administration.
• Manage translations of a variety of documents for the business units, and Law Department.
• Liaise with EDC Helpdesk and IT support for any hardware or software related matters involving members of the Law Department.
• Perform all purchases for the Law Department for stationery, temporary office support, translations, etc.
• Assist head of the department on other secretarial and administrative activities

• Energy, pro-activity and willingness to take over responsibilities and grow within the organization
• Knowledge of languages

Purpose of the function:
Work out specifications and making of drawings for new and standard ships in the field of shipbuilding engineering. This will be done within the framework of project plans and must meet the required criteria, rules and (government) regulations.


Some further detailed job description

*With regard to worked out designing and drawings:
-Drawing up construction plans and producing of work- and detail drawings according to the general plan, procedures and directions of project leader and project managers of production (the product group).
-Judging of general plan en procedures in relation with the rules and regulations.
-Adjusting of the line plans due to changing.
-Making of construction drawings for various components/accessories.
-Determining the size and the exact location of components/accessories
according to (inter)national rules and regulations, class and purpose of
components.
-Drawing up of safety plan, determining of needed safety means and the
location of it (taking the rules and regulation in consideration).

*With regard to worked out constructions and drawings:
-making of constructions and divisions- and drawings of accommodations, cover plan, motor foundation, ventilation systems etc. taking the interaction between various systems and their fittings into consideration.

*With regard to executed calculations:
-Calculating the load/stress of the ship.
-Calculating of line plans due to the stability.
-Calculating of construction according to type of procedures and shaping.
-Setting up and working out of the weld list, taking the shape and shrinking of steel into consideration.
