The van Vollenhoven Institute for Law

The Van Vollenhoven Institute for Law, Governance and Development (VVI) is part of the Leiden Law School, Leiden University. The Institute’s academic domain covers the formation and functioning of legal systems in the developing world and their effectiveness in contributing to good governance and development.
In its research and teaching, VVI uses a socio-legal approach. The institute carries out research projects in Asia (notably Indonesia), Africa and increasingly in the Middle East and the Muslim world at large. VVI staff teaches several thematic and regional courses to Dutch and foreign students. In addition, VVI provides advisory services and training courses to policy makers and practitioners.
The VVI seeks applicants for the position of:
(Senior) Lecturer in Law, Governance and Development (1.0 fte)

Duties and responsibilities

Doing research in VVI’s academic domain, including field research.
Developing research, and co-supervising PhD-research.
Teaching and developing courses in VVI’s academic domain, for the bachelors programs of the Leiden Law School and Leiden University College.
Acquisition and management of research and teaching projects.

Requirements

Relevant Masters degree in Law, and/or Social Sciences, and/or Humanities.
Ph.D. degree directly relevant to VVI’s academic domain and approach.
In depth knowledge of state, law and society of at least one developing country in preferably the Middle East-North Africa region, or Sub-Saharan Africa.
Relevant experience in independent research, research development, project management.
Adequate publications record.
Fluency in English; knowledge of Dutch and of the language of the country of study will be considered a strong advantage.
Teaching experience; proven record as good, inspiring teacher.
Team player with strong proven organizational skills, and relevant networks.

What we offer

The starting salary, depending on experience, varies from scale 11 to 12 with a minimum of € 3259,- per month gross and a maximum of € 5.070,- per month gross, based on full time employment. Part time employment might be a possibility. Candidates from outside the Netherlands may be eligible for a substantial tax break. Appointment will be according to the terms of the Collective Labour Agreement of Dutch Universities (CAO Nederlandse Universiteiten), for a period of one year initially (with a initial trial period of two months) with the possibility of extension (depending on performance). As Professor of Financial Accounting and Corporate Governance you provide high quality courses in Accounting. You take the lead in the teaching programs of the Nijmegen School of Management, in particular the bachelor program of Economics and Business Economics and the Master programs in Accounting and Control. Furthermore, you acquire, develop and supervise PhD projects. You are expected to develop, supervise and carry out high-quality research activities in the field of Accounting, with reference to other research groups within the multidisciplinary setting of the faculty research institute IMR, and to successfully obtain funding from governmental, European as well as private institutions. You publish regularly in leading international academic journals. You inspire and coach young professionals, and stimulate them in the successful development of their academic career. You participate actively in and contribute to the internationalization activities of the Nijmegen School of Management.

You have a PhD degree in the field of Accounting or a related and clearly relevant field. You possess proven qualities in contributing to the international, academic discussion in the field of Accounting, which among other things, is apparent from the publications in prominent international academic journals. You have demonstrated thorough knowledge about recent theoretical and empirical developments in the fields of ‘Financial Accounting’ and ‘Corporate Governance’. Furthermore, you possesses a wide experience in supervising research projects and programmes, including the supervision of PhD researchers, and in initiating and supervising externally funded research. You have shown success in attracting external funding for research projects. You have an excellent teaching record, proven effective didactic skills, the capacity to develop and implement innovative teaching methods, as well as proven ability to supervise the development and implementation of an academic study programme. You possess leadership skills, which have been displayed within academic circles. You are willing to work together with other chairs within the Department of Economics, to build up the department and to represent it at home and abroad. In addition, you are willing to collaborate with chairs in other disciplines within the NSM.

Nijmegen School of Management

The Nijmegen School of Management (NSM) is an academic centre of research and higher learning, focusing on institutional and managerial issues within complex organizations in both the public and private domain. There are seven focus areas within the NSM: Business Administration, Public Administration, Political Science, Economics, Social and Political Sciences of the Environment, Human Geography, and Spatial Planning. The NSM strives for a multi-disciplinary approach whenever possible. Altogether, the NSM employs 220 full-time staff, of whom 75% are academics. The NSM has about 3,000 students.

The Department of Economics is one of the four departments within the NSM and consists of four chairs: Economic Theory and Policy, International Economics, Finance, and Accounting. What sets the Nijmegen curriculum in Economics apart is that it takes a view labeled as “Economics+”. This focus reflects a broader view concerning the developments within the discipline of economics itself. That is, economics is seen as pluralistic, which enables the combination of various, different perspectives. Consequently, in the curriculum the standard course listing is combined with classes that put economics within an ethical, historical, philosophical, institutional, and methodological perspective. As such, it reflects the research of the Department of Economics, which is also characterized by a multidisciplinary approach.

Introduction of the ‘European Blue Card’

As from 19 June 2011 the Netherlands has a new purpose of stay: the European Blue Card. The European Blue Card is a separate purpose of stay in addition to the existing National Highly Skilled Migrant Programme. The EU Blue Card Council Directive is intended for highly skilled foreign nationals who do not have EU, EEA or Swiss nationality, and who wish to work in one of the member states of the EU. The Directive is also meant to make it easier to settle in another EU member state. A residence permit will always be required in that other member state, however. To obtain this residence permit the employee must comply with the conditions applicable in that member state.

The conditions for residence in the Netherlands as an EU Blue Card holder are stricter than those for residence as a Highly Skilled Migrant. The employee must have a contract for highly qualified employment for at least one year, earning at least EUR 60,000 gross (in 2011). The employee must have completed a course of higher education lasting at least three years. The employee must prove this by having his diploma assessed by Nuffic. For a regulated profession, a competent authority will take decisions about the admission to that profession.

Advantages
One of the advantages of the EU Blue Card is that it is easier for an EU Blue Card holder and his family members to settle in another EU member state at a later date. After eighteen months foreign nationals who have an EU Blue Card are exempted from the provisional residence permit (MVV) requirement, if they want to work in another EU member State. In this second member state the employee must submit an application for a residence permit as a holder of an EU Blue Card. Each member state may implement the directive in slightly different ways. If someone holds a Blue Card in the Netherlands, this does not mean that the requirements are also met in other member states.

Another advantage is that after having stayed lawfully with the EU Blue Card holder in the Netherlands for two years, the family members may apply for a residence permit for ‘continued residence’. For other purposes of stay this is only possible after having stayed lawfully in the Netherlands for three years. The family members must have resided legally and continuously within the territory of an EU member state for at least five years, however. An employee who has stayed legally in the Netherlands as an EU Blue Card holder for two years may apply for the status of ‘long-term resident as a non-EU member country national’. He must have resided legally and continuously within EU territory for five years and must comply with the other conditions for this purpose of stay.

Highly skilled migrants from outside of the EU

A highly skilled migrant is a migrant who comes to the Netherlands to be employed, and has a gross annual income of at least €47,565, or €34,881 if he/she is under thirty. This income requirement does not apply if the employee enters service for certain functions in an educational or research institution. For information on the specific functions to which this clause applies, you can inquire at the IND office for labour and highly skilled migrants. When a foreign national has been granted residence in the Netherlands as a highly skilled migrant, the employer of the highly skilled migrant is not required to be in possession of a work permit for that foreign national.

Professional soccer players, ministers of religion, teachers of religion and prostitutes are not eligible for a residency as highly skilled migrant.
