The Faculty of Humanities, Leiden University Institute for Area Studies

The Faculty of Humanities at Leiden University invites applications for a fulltime position as Lecturer in Arabic. Appointment will be fixed-term from August 2014 through July 2016, with the possibility of extensions of up to four years, and of tenure thereafter. Leiden University aims to employ more women in areas where they are underrepresented. Women are therefore especially invited to apply. Since its founding in 1575, Leiden University has built an internationally recognized record of excellence in teaching and research. Leiden University is a founding member of the League of European Research Universities (LERU). Currently, the University has about 17,000 students and 4,000 staff.

The Faculty of Humanities consists of the Institutes for Area Studies, Creative & Performing Arts, Cultural Disciplines, History, Linguistics, Philosophy, and Religious Studies. It has approximately 4,500 students and 900 staff. Staff and students come from all over the world. The Faculty offers 30 BA programs and 45 MA programs. Its Graduate School annually awards about 70 PhD degrees.

The Lecturer will hold a position in the Leiden University Institute for Area Studies (LIAS). LIAS is committed to the integration of disciplinary and regional-historical perspectives, on a solid foundation of excellent language skills, and comprises a School of Asian Studies and a School of Middle-Eastern Studies. The Lecturer will teach in Middle-Eastern Studies, International Studies, and other programs and courses as required. There are excellent opportunities for synergy with lecturers in other languages.

Current staff in Middle-Eastern Studies have expertise in the fields of Anthropology, Archeology, Art & Visual Studies, Economics, Film Studies, History, International Relations, Language Pedagogy, Law, Linguistics, Literature, Material Culture Studies, Performance Studies, Philology, Philosophy, Political Studies, and Religious Studies.

Duties

Teaching at undergraduate and graduate levels, in all modalities;
A central role in curriculum development;
Acquisition of external project funding;
Co-supervision of BA and MA theses, and of PhD research, if applicable;
Administrative duties;
Representation of the field to external audiences and media.

Requirements

MA degree in teaching Arabic as a foreign language (TAFL) or equivalent, e.g. Applied Linguistics and Language Pedagogy with specialization in Arabic. The Lecturer will be expected to critically monitor and use developments in research on TAFL and language pedagogy at large.
Native or near native proficiency in one or more dialects of spoken Arabic and fluency in Modern Standard Arabic. Proficiency in Classical Arabic is an advantage.
Commitment to and expertise in high-quality, multi-media, multi-mode teaching practice. Work experience at institutions located outside the Arabic world is an advantage.
While the position has no research component, a PhD degree in a relevant field may be an advantage.
While primary duties will lie in language acquisition classes, demonstrable ability to teach content courses in Middle-Eastern Studies (culture, history, linguistics, modern society, etc) may be an advantage.
An excellent command of English. Most MA programs at Leiden University are taught in English, and English may be used in BA teaching as well. If the successful applicant is not Dutch-speaking, (s)he is expected to acquire a good command of Dutch within two years from taking up duty, primarily for administrative purposes. LIAS will fund her/his enrolment in the University’s Academic Language Center.
Upon appointment, depending on experience and formal qualifications to date, the Lecturer may be required to enter a nationally standardized tertiary teaching skills certification trajectory (BKO or Basis Kwalificatie Onderwijs), successful completion of which is a condition for extensions and tenure.

Conditions of employment

The position has a salary range from gross € 3259 to € 4462 per month (pay scale 11), commensurate with qualifications, with additional holiday and end-of-year bonuses. Depending on qualifications, the appointee may start at the appropriate step in scale 10 until s/he fully meets the requirements for scale 11 as specified by the Faculty of Humanities, particularly with regard to teaching skills certification and the number of years of relevant work experience. Candidates from outside the Netherlands may be eligible for a substantial tax break.

Introduction of the ‘European Blue Card’

As from 19 June 2011 the Netherlands has a new purpose of stay: the European Blue Card. The European Blue Card is a separate purpose of stay in addition to the existing National Highly Skilled Migrant Programme. The EU Blue Card Council Directive is intended for highly skilled foreign nationals who do not have EU, EEA or Swiss nationality, and who wish to work in one of the member states of the EU. The Directive is also meant to make it easier to settle in another EU member state. A residence permit will always be required in that other member state, however. To obtain this residence permit the employee must comply with the conditions applicable in that member state.

The conditions for residence in the Netherlands as an EU Blue Card holder are stricter than those for residence as a Highly Skilled Migrant. The employee must have a contract for highly qualified employment for at least one year, earning at least EUR 60,000 gross (in 2011). The employee must have completed a course of higher education lasting at least three years. The employee must prove this by having his diploma assessed by Nuffic. For a regulated profession, a competent authority will take decisions about the admission to that profession.

Advantages
One of the advantages of the EU Blue Card is that it is easier for an EU Blue Card holder and his family members to settle in another EU member state at a later date. After eighteen months foreign nationals who have an EU Blue Card are exempted from the provisional residence permit (MVV) requirement, if they want to work in another EU member State. In this second member state the employee must submit an application for a residence permit as a holder of an EU Blue Card. Each member state may implement the directive in slightly different ways. If someone holds a Blue Card in the Netherlands, this does not mean that the requirements are also met in other member states.

Another advantage is that after having stayed lawfully with the EU Blue Card holder in the Netherlands for two years, the family members may apply for a residence permit for ‘continued residence’. For other purposes of stay this is only possible after having stayed lawfully in the Netherlands for three years. The family members must have resided legally and continuously within the territory of an EU member state for at least five years, however. An employee who has stayed legally in the Netherlands as an EU Blue Card holder for two years may apply for the status of ‘long-term resident as a non-EU member country national’. He must have resided legally and continuously within EU territory for five years and must comply with the other conditions for this purpose of stay.

Highly skilled migrants from outside of the EU

A highly skilled migrant is a migrant who comes to the Netherlands to be employed, and has a gross annual income of at least €47,565, or €34,881 if he/she is under thirty. This income requirement does not apply if the employee enters service for certain functions in an educational or research institution. For information on the specific functions to which this clause applies, you can inquire at the IND office for labour and highly skilled migrants. When a foreign national has been granted residence in the Netherlands as a highly skilled migrant, the employer of the highly skilled migrant is not required to be in possession of a work permit for that foreign national.

Professional soccer players, ministers of religion, teachers of religion and prostitutes are not eligible for a residency as highly skilled migrant.
