Brussels angered by new Dutch immigration rules: NRC

The European Commission will take legal action against the Netherlands if it presses ahead with plans to deport EU nationals who are jobless for three months, the NRC reports on Wednesday.
The paper bases its claim on a letter from the Commission to home affairs minister Henk Kamp and immigration minister Gerd Leers. Kamp said last year jobless people from eastern Europe should be deported from the Netherlands if they won't go voluntarily.
Under EU laws, EU nationals have six months to find work in another European country, before they have to return home. To stay longer, they must be able to prove they have 'a serious chance' of finding a job.
Social security
The Commission is also critical of the Dutch decision to exclude people working in the Netherlands but living in another EU country from social security rights. This breaks EU rules on the rights of workers living in border areas, the paper says.
The letter is signed by employment commissioner Laszlo Andor and justice commissioner Viviane Reding. It was sent at the end of last year and has not yet been answered.
The letter states that the Commission has 'serious concerns' about the Dutch position and is not prepared to accept any compromise in such a 'serious question' as the free movement of people within the EU.

  • Responsible for leading packaging innovation and renovation projects, from start-up until implementation in production

For the GEO department the NIOZ is looking for an established scientist with an excellent track record for publishing and acquiring external funding to fill a senior scientist tenure position.
The GEO department is active in ocean-wide marine research. Themes include past to modern climatic and environmental forcing using core records from marine sediments and warm-water corals. Moored time-series instrumentation is used for budgeting modern sediment transports in canyons to cold-water corals and from rivers onto continental margins. For that purpose, GEO operates state-of-the-art instruments including advanced XRF/UV-core scanning, laser grain sizing, stable isotope analysis of carbonates (MAT 253 with Carbo-Kiel), radionuclide spectrometry (for 210Pb and 234Th), and element analysis (Element-2 HR-ICP-MS) in a class-7 clean lab. Studies about methane seepage and possible impacts of increased release by Arctic warming are combined with analyses of water column and atmospheric CH4 and CO2 by GC and CRDS, both of which are employed during cruises on a regular basis. The department has strong links with the technical department at NIOZ to broaden the existing expertise on deep sea landers, moorings, coring and hydroacoustics.

Requirements

Successful candidates need to have a broad knowledge of inorganic geochemistry, and given the existing equipment pool, co-develop new methodologies. He/she should be experienced in deciphering paleoclimatological/environmental and geochemical conditions from sediment and rock records. NIOZ wishes to stimulate research directed towards societal questions regarding effects and consequences of increasing atmospheric CO2 and ocean acidification as well as towards siliciclastic sediment records, e.g. isotopic changes relating burial history to hinterland transport processes during climate change.
Experience in ocean going research cruises is an advantage. Candidates should also have a significant marine research funding track record and should be open to taking part in PR and Outreach activities, besides developing contacts with Dutch universities. NIOZ stimulates Marine Research in the Netherlands in general and NIOZ staff is invited to participate in teaching activities at all levels.

We offer a senior scientist tenure position, a pension scheme, a yearly 8% vacation allowance, year-end bonus and flexible employment conditions. Conditions are based on the Collective Labour Agreement of Research Centers. Cost of relocation and help with housing is provided by NIOZ.

Research in Leiden is concentrated in five research programmes, in which researchers from different (legal) disciplines work together. The five research programmes are Securing the rule of law in a world of multilevel jurisdiction, Criminal Justice, Coherent Private Law, Limits of Tax Jurisdiction and Reform of Social Regulation. Research fellows and doctoral candidates from the Leiden Law School carry out cross-border research in these programmes. The research within these programmes is characterized by exploring the limits of the law. Tasks:

The postdoctoral researcher will study the emergence and development of the market for contemporary art in Brazil from a sociological perspective. 'immigratiecijfers bewust hoog'

Tofik DibiDen Haag -  Het kabinet houdt immigratiecijfers kunstmatig hoog om de gedoogconstructie van het kabinet te legitimeren. Dat zei Tweede Kamerlid Tofik Dibi (GroenLinks) in een reactie op antwoorden van minister Gerd Leers (Immigratie en Asiel) op Kamervragen over gezinsmigratiecijfers.
Dibi stelde de vragen nadat uit onderzoek van het ANP en Sargasso.nl was gebleken dat de Immigratie- en Naturalisatiedienst (IND) ook baby’s die in Nederland worden geboren, als gezinsmigrant telt. Het cijfer voor gezinsmigratie zoals de IND hanteert, is daardoor ongeveer 20 procent te hoog.
,,Het is bizar,” vervolgt Dibi. ,,Je zou een vreugdedansje verwachten nu blijkt dat de cijfers in werkelijkheid minder hoog zijn dan werd aangenomen.” Hij vermoedt dat het kabinet de cijfers hoog houdt omdat het immigratieprobleem een belangrijke pijler onder de gedoogconstructie is. ,,Als dit probleem vervalt, is de noodzaak van gedogen voor een groot deel weg. Het kabinet heeft dus belang bij het bestaan ervan.”
Minister Leers zegt in de antwoorden op de vragen van Dibi dat hij niet van plan is de registratie van de IND aan te passen omdat de instantie uitgegeven verblijfsvergunningen telt. Het CBS telt immigranten. ,,In het IND-cijfer worden nu eenmaal procedures geteld en ook in Nederland geboren baby's hebben een verblijfsvergunning nodig", liet de woordvoerder van de minister weten.
Dibi is verontwaardigd omdat de minister bij de afgelopen begrotingsbehandeling het cijfer van de IND als het immigratiecijfer presenteerde en niet dat van het CBS. Dibi: ,,Hij weigert de cijfers uit te splitsen, dus hij geeft bewust een vertekend beeld.”

The PhD student will be part of the European FP7 research consortium EuroSkinGraft to develop skin-regenerative therapies (e.g. for the treatment of burns), and to test three promising skin substitutes skin substitutes in the clinic (phase I and phase II trials; adults and children).
The tasks of the PhD student in this project will include comprehensive molecular evaluation of the clinical performance of the skin substitutes, i.e. biochemical, structural and molecular-biological evaluation. Emphasis will be on microarray analysis, including bioinformatics. New standards for the evaluation of skin substitutes will be set based on high density gene expression microarrays and gene ontology analysis. These data will be combined with all other data obtained in the project by other partners in order to obtain a comprehensive molecular evaluation of the clinical performance of the skin substitutes applied.
The European partners in the project will at least meet yearly to discuss the progress of the project. 

Requirements

We are looking for an enthusiastic PhD student with an MSc in Biology / Life Sciences and with affinity for both fundamental and clinical research. Your working style can be described as independent with a high degree of initiative, and well-structured. You are a team player who can operate within a multidisciplinary environment. Expertise in the following areas is highly recommendable: gene expression/microarray analysis (including bioinformatics and statistics), protein biochemistry and (immuno)histology. 

Conditions of employment

Maximum all-in yearly salary on full time basis is € 38,000 gross

Your opportunity
The Patent Attorney is responsible for managing all patent prosecution matters within TomTom. In addition, since the majority of patent prosecution is handled in-house, the job also entails a significant amount of direct patent prosecution work.

Your main tasks will be:
* Management of TomTom’s global patent and design portfolios. Ensuring that all prosecution matters relevant to the portfolios are dealt with by the relevant due dates.
* Prosecution of TomTom’s European patent portfolio. This includes preparing or approving all substantive responses relating to TomTom’s European patents and patent applications.
* Instructing and managing all of TomTom’s outside counsel in patent prosecution matters. Providing instructions for foreign counsel to respond to official communications.
* Maintaining of an overview of TomTom’s patent portfolio for prosecution and litigation purposes.
* Preparing draft official responses in respect of US applications, for sign off by a US attorney.
* Representing TomTom at the EPO. Dealing with any matters that require direct representation at the EPO offices, such as oral proceedings before the Examining or Opposition divisions.
* Ensuring that patent administrators are suitably instructed and overseeing their work.
* Training one European trainee attorney and one US agent. Ensuring that their work is correct and suitable for filing with the relevant patent offices.
* Generating a budget prediction. Predicting the spending that will be incurred by the department in relation to patent and design prosecution.
* Training patent administrators via tutoring for the CIPA formalities course.
* Speaking at external conferences on behalf of TomTom.



Your profile
* Qualified European Patent Attorney specialising in electronics or computer-related technology.
* One or more years of post-qualification experience.
* Ideally a Chartered Patent Attorney (UK)
* Experience of global patent prosecution required, particularly US patent prosecution.
* University degree in science or engineering.
